Yes, an NDT program should be established whenever an NDT inspection is performed. Specifically, if a contract specifies an inspection standard, code, or specification (such as ASME Section V, AWS D1.5, etc.), having an NDT program is mandatory. This program includes a documented procedure, also known as a written practice, detailing how the company will certify its inspections and NDT procedures according to the inspection requirements. Both the documented procedure and NDT procedures require approval from a Level 3 professional. This Level 3 certification can be held by an internal employee or an external consultant.

Yes, AWS D1.5 states that if performing inspections on Fracture Critical Members (FCM), a Level III must be on site supervising of the Level II’s performing the work. 

Non-FCM inspections do not need a Level III on site per AWS D1.5, but it is never a bad idea to have one around.

An NDT program must include inspector certification requirements, a written practice, and procedures for conducting inspections and NDT tasks. The written practice and NDT procedures should detail the processes and include supporting forms. These documents should conform to the company’s formatting and numbering system and integrate seamlessly into the existing quality management system. Existing quality procedures may need to be revised to incorporate the NDT program effectively.
